Title of article: 09. Theoretical issues on test and assessment of learning outcome of learners towards competence approach in higher education and vocational training institutions in Vietnam
Summary: Abstract: Test and assessment of learning outcome of learners are important phases of teaching process. Today, traditional test and assessment methods still outweigh modern ones, thus this affects directly learning outcome of learners. Therefore, building theoretical issues on test and assessment of learning outcome of learners towards competence approach and fulfilling these test and assessment techniques in higher education and vocational training institutions in Vietnam is required with aim to improve quality of education and training and meet requirements international integration.
